Is BIB different from BibTeX?
No. BIB refers to the .bib file extension used by BibTeX. The contents of a .bib file ARE BibTeX entries — @article{...}, @book{...}, @inproceedings{...}. People say "ris to bib" when they want a .bib file output; that's exactly what this tool produces.
