Special Cases for Reports

No named author

Use the organisation or department name as author. If the publisher and author are the same, you may omit the publisher.

Command papers and parliamentary reports

Include the command paper number (Cm, Cmnd, or Cd) after the title. Publisher is usually "The Stationery Office" or "HMSO".

Reports with personal authors

If a named individual authored the report (e.g., a commissioned review), use their name as author: Lammy, D. (2017) The Lammy Review. London: Ministry of Justice.
