IEEE always uses first-name initials followed by a period and space, then the last name. Never spell out full first names in IEEE references.

IEEE book citations require the city, state/country abbreviation before the publisher name. The location helps identify the specific publisher edition.

Author name order reversed (last name first)

Unlike APA and Harvard which use last-name-first order, IEEE places the first initial(s) before the last name: A. V. Oppenheim, not Oppenheim, A. V.
